  • Partners with employers to assess talent needs, create relevant training programs, and hire diverse, local talent for their in-demand roles.

  • Recruit, guide, and support young adults (18-24 years old), particularly those from low-income backgrounds, through a blended, technology-enabled career accelerator inclusive of a suite of products and supports (including career exploration, cohort learning, one-on-one coaching, etc) to ensure fellows have what they need to be successful in their job interview, persist in the workforce, and a plan for ongoing education and career advancement.

  • Partners with training and higher education organizations to offer in-demand credentials that allow young adults to earn college credits

The Opportunity

This role will provide excellent customer-centered services and data management for Propel’s state grants funded by Workforce Innovation and Opportunity Act (WIOA), Supplemental Nutrition Assistance Program (SNAP) Education and Training Program and other state level sources in California, Pennsylvania and Louisiana.

Propel is looking for a detail oriented, technology savvy, customer focused case manager to provide Philadelphia based support to these grants. The Case Manager will be responsible for completing all required documents, forms, data entry, allowable services, and outcome reporting. They will deliver outreach and case management, specific to the specialized population within this program’s scope of work, working directly with the Propel fellows. Additionally, the role will collaborate with Propel’s Grants and Finance Director and the program team in service of successfully implementing other aspects of this grant and its required elements.This is a part-time position, 20-25 hours/week. The hours are flexible and may require working evenings. This role may become full time depending on the amount of grants secured in 2026 and employees demonstrated competency in the role.

Responsibilities

Responsibilities include, but are not limited to, the following:

Case Management for registered fellows (Outreach and Intake) (30%)

  • Coordinate all intake requirements to ensure we meet enrollment targets including but not limited to outreach and intake meetings. Intake includes survey analysis, outreach to fellows and in person intake meetings.

  • Hold regular office hours for fellows, twice a month

  • Coordinate with Propel Hire Ready and Externship/ Employment coaches as needed

  • Compile and review documents to ensure validity and ensure an accurate case file for each fellow

  • Reach out to fellows in need of supportive services, coordinate and hold in person or virtual meetings for completion of required documentation

  • Assist fellow with identifying community resources to reduce barriers to success

  • Following up for 90 days post-hire to obtain employment verification documentation

Data Entry into Grant Management Systems (50%)

  • Complete intake applications in the appropriate grant reporting system, including entering barriers and training program activity codes

  • Review Salesforce report for grant participants(s) updates

  • Update fellows case files in the grant reporting system on a weekly basis using the appropriate program activity codes, to include: Entering detailed case notes for each program activity code entered into the grant reporting system

  • Check for and complete the reverse referral process

Other Duties (20%)

  • Creating a casefile for every eligible fellow on the Google Drive, ensuring to encrypt any documents containing PII

  • Sharing the files with the appropriate staff.

  • Assist in all programmatic client recruitment campaigns which will include tasks such as: dispersing new fellow outreach materials

  • Assist with annual audits and site visits

  • Attending client referral/recruitment meetings and/or events

  • Attending weekly meetings with SNAP program staff

  • Manager file storage as necessary (grant dependent)

  • Respond to fellow communication as needed

Role Requirements

  • Some local travel in Philadelphia or Los Angeles, depending on location of the candidate

  • Available to meet in person or virtually with participants during evenings and weekends as necessary

  • Strong data entry skills

  • Strong case management skills

  • Proficient in using databases systems (Salesforce and CWDS preferred)

  • Proficient in Microsoft Office Applications

  • Strong mission and values-alignment, including an equity orientation to advancing a Job-First Higher Education approach for our fellows, and experience with and knowledge of the population we serve.

  • Self-motivated and resourceful, able to work independently in a remote environment

  • Prior experience in case management

  • Ability to comply with HIPAA laws and regulations

  • Strong written and verbal communication skills;

  • Strong knowledge and understanding of Workforce Innovation and Opportunities Act; including but not limited to regulations and requirements

  • Strong knowledge and understanding of Supplemental Nutrition Assistance Program (SNAP) Job Experience and Training Services (JETs); including but not limited to regulations and requirements

  • Ability to interact with a wide variety of individuals and demonstrate a positive professional attitude

  • Experience working with Philadelphia community-based organizations or systems that serve low income individuals. Lived experience is welcome.

Compensation

This is a part-time position for 6 months with a potential to extend up to 18 months beginning ASAP for 20 - 25 hours per week, at a rate of $30 per hour.
